No CC beyond Floor 13 for Gemini A

This has reference to the Gemini A project within Hiranandani Meadows. I have a friend who purchased an apartment in the upper floor. At the time of booking, the project which was approved by HDFC had CC approvals till the 13th Floor while the construction was to be of 29 floors. The salespeople informed that the remaining approvals would be obtained shortly and in any case before the expected handover of the units in December 2010.
My friend has been following up since more than a year and each time he calls their people in their head office or the sales office in Thane, he is informed that the approval will be done soon. In the last communication, in November 2011, he was even told that the approval has been obtained and an official intimation would be provided within 10 days. Till date nothing has happened. The concerned people at the builder's offices do not respond to emails despite repeated reminders; they do not take calls when they identify the calling number. And when they do answer, they provide false assurances. My friend came to know that the problem has been a flouting of the TDR norms by the builder. There is no clear indication if the builder will ever be able to get an exemption and the approvals obtained. My friend is terribly worried and with a loan from the bank, the costs are just adding up. He even wrote in some emails to Niranjan Hirandani, who has not bothered to respond either. This was not expected from the builder of such repute.
